Paul Johnson Joins Heb Group as Head of FM Operations
We’re pleased to welcome Paul Johnson to Heb Group as our new Head of Facilities Management Operations. Paul brings with him over a decade of experience leading FM teams across complex, multi-site environments, most recently as a key part of Bellrock Group, where he helped shape one of the region’s largest hard FM providers. His appointment marks a significant step forward for Heb FM as we continue to grow our operational capacity and client base across Yorkshire, the Northwest, and beyond.
Paul’s move to Heb comes after seven years at Bellrock, following their acquisition of FME, where he played an instrumental role in building out and integrating services across planned maintenance, compliance, and facilities support. His ability to align service delivery with client priorities, while embedding strong operational processes behind the scenes, made him a trusted leader across both internal teams and external accounts.
With a mechanical bias and wide ranging experience across the FM sector, Paul brings a rare combination of technical understanding and commercial oversight. He’ll now lead the operational side of our Facilities Management division, overseeing daily service delivery, driving consistency across contracts, and helping ensure that everything we do reflects the high standards our clients expect from Heb.
Supporting FM Growth and Regional Expansion
Paul joins Heb Group at an important moment in our FM journey. We’ve seen strong growth across both public and private sector portfolios, with demand increasing for joined-up planned preventative maintenance, fast response reactive callouts, and reliable compliance delivery. Paul’s role will be to keep service quality high as we scale, and to ensure that the right processes, people, and resources are in place to support continued growth.
He’ll be overseeing day-to-day operations across a wide range of contracts, supporting our Contracts Managers, helpdesk, engineers, and commercial teams. From mobilising new contracts to improving reporting cycles and strengthening client engagement, Paul will help align our operational delivery with both internal KPIs and real world client outcomes. His priority is keeping sites running smoothly, safely, and compliantly, while ensuring the teams behind that delivery are supported to do their best work.

Paul will also help strengthen our regional FM footprint, especially in target areas like Leeds, Sheffield, and the wider Northwest. His experience working across regional and national portfolios means he understands how to adapt delivery models to suit local priorities, whether that’s mobile engineer cover, fixed site maintenance, or hybrid FM support. His leadership will ensure Heb continues to offer both the responsiveness of a local provider and the structure of a national FM partner.
Focused on People, Performance and Practical Delivery
A big part of Paul’s role will involve supporting and mentoring our existing operational teams. With his background in both technical and service based FM delivery, he’s well placed to coach Contracts Managers, upskill engineers, and build the confidence and capability we need at every level of the business. His hands on leadership style means he’ll be a visible, accessible point of support, not just a name on an org chart.

Paul’s mechanical background adds depth to our offer, particularly on more complex or compliance-led sites. But just as important is his understanding of the day-to-day realities of FM, where deadlines, logistics, and client expectations constantly evolve. He brings a calm, methodical approach to problem solving and understands how to keep standards high without overcomplicating delivery. That mix of structure and flexibility is exactly what our clients value.
Just as importantly, Paul is focused on strengthening team culture. From helping engineers feel more supported to giving Contracts Managers clearer processes, his goal is to build a high-performing operational culture that balances accountability with support. It’s not about piling on pressure, it’s about giving people the tools, information, and systems they need to deliver confidently and consistently.

Paul joins an experienced senior leadership team that includes Nick Barker, our Group FM Director, and leaders across Mechanical & Electrical, Cleaning & Hygiene + Security, and the wider group. His arrival reinforces our long-term investment in the people, structure, and capability needed to grow the group sustainably.
He’ll play an important role in joining up services across divisions, particularly for clients with needs that span both FM and M&E or those looking for a more integrated approach to compliance and facilities support. As we continue to expand in sectors like healthcare, education, and social housing, Paul’s ability to support cross-division delivery will be a key advantage.
