Meet Our Northwest M&E Team

The Heb Mechanical & Electrical Northwest Business Unit is based in St Helens and supports projects across Liverpool, Merseyside, Greater Manchester, Cheshire, and Lancashire.

We work with clients across sectors including healthcare, social housing, education, and local authority developments, delivering dependable mechanical and electrical services throughout the Northwest.

Our team supports both new build and refurbishment projects, regularly working within live and operational environments. We have delivered projects across healthcare facilities, residential and social housing developments, educational buildings, and public sector estates, while also supporting a wide range of commercial and community developments across the region.

From electrical infrastructure and emergency lighting to mechanical plant, water systems, and life safety installations, the Northwest team supports a wide range of mechanical and electrical systems. Working across diverse building types and operational environments, we focus on strong site coordination, clear communication, and reliable project delivery to ensure installations meet the high standards expected from Heb Mechanical & Electrical.

The Northwest Business Unit is led by Steve Sinclair, who heads up Mechanical & Electrical operations across the Northwest region.

Steve oversees the delivery of projects across the area while supporting the continued growth of the business unit. With a strong background in the building services sector, Steve works closely with project teams, clients, and delivery partners to maintain the high standards expected from Heb Mechanical & Electrical. His leadership helps ensure the Northwest team continues to build strong client relationships while delivering dependable mechanical and electrical solutions across the region.

Operations

Our Northwest team brings extensive experience in delivering mechanical and electrical installations across a wide range of sectors.

Working closely with consultants, main contractors, and client teams, they maintain clear communication throughout the project lifecycle to ensure works remain coordinated, efficient, and aligned with programme requirements.

The team is well accustomed to delivering M&E projects within busy and operational environments, including healthcare facilities, housing developments, education buildings, and local authority estates. Careful planning, strong on-site presence, and proactive coordination allow the team to manage works effectively while maintaining safety and minimising disruption to building users.

A key strength of the Northwest Business Unit is its hands-on approach to project delivery, ensuring strong oversight on site and consistent attention to detail. Supported by experienced leadership and delivery teams, projects are managed with a focus on reliability, compliance, and maintaining the high standards expected from Heb Mechanical & Electrical.

Pre-Construction & Estimating

Supporting the Northwest Business Unit, our pre-construction and estimating team plays a key role in shaping projects before they reach site.

Working alongside the operational team, they provide early input on design coordination, budgeting, and procurement, helping ensure mechanical and electrical packages are planned in a way that is both practical and commercially viable.

Their work focuses on developing clear cost plans, preparing accurate estimates, and supporting tender submissions across projects throughout the Northwest. By engaging early with consultants, main contractors, and clients, the team helps define scope, identify potential risks, and ensure that project requirements are clearly understood before delivery begins.

This early-stage involvement helps create a smooth transition from planning and design into construction, giving project teams the clarity they need to deliver works efficiently. Through careful estimating and structured pre-construction support, the team helps maintain cost certainty, programme alignment, and strong commercial control across Northwest projects.

Commercial

Supporting the Northwest Business Unit, our commercial team provides financial oversight and cost control across all mechanical and electrical projects.

Working closely with both the delivery and pre-construction teams, they ensure projects are managed efficiently from a commercial perspective, maintaining clarity on budgets, variations, and overall project value.

The team is responsible for managing costs throughout the project lifecycle, including contract administration, valuations, and change management. By maintaining close communication with clients, main contractors, and supply chain partners, they help ensure that commercial matters are handled proactively and transparently.

Through strong cost management and a clear understanding of project requirements, the commercial team helps ensure that all works are delivered in line with agreed budgets while maintaining the high standards expected from Heb Mechanical & Electrical.
