Heb Mechanical & Electrical Appointed on Major Rotherham Markets Redevelopment

We’ve been appointed to deliver the full mechanical and electrical package for the multi-phase regeneration of Rotherham Markets, a landmark town centre redevelopment being led by Henry Boot Construction and Rotherham Metropolitan Borough Council. With an overall value in excess of £5 million, the scheme is set to revitalise the historic market district with a new public library, modernised food and retail spaces, and improved infrastructure that better serves both the local community and visiting public.

It’s a proud project for our Sheffield based team, not just because of the scale and ambition of the development, but because of its proximity to home. Project Manager Stephen James lives locally and will be overseeing delivery on a site he knows well. This is exactly the kind of project we’re built for: public sector, community-led, and technically complex with multiple phases, stakeholders and live environments.

Integrated M&E Delivery Across Market Buildings and Public Realm

Our scope covers the full mechanical and electrical design, installation, and commissioning across all core components of the redevelopment, including the new three-storey library, both indoor and outdoor covered markets, and supporting infrastructure across the public realm.

The Outdoor Covered Market will be transformed from an open-air space into a sheltered but naturally ventilated environment, with new power and data services routed through a basement level beneath the trading stalls. That basement will also house a car park, smoke extract system, and a new substation, all part of our M&E design and delivery package. Our in-house design team has coordinated closely with architects and other consultants to ensure all systems align with current and future needs.

The library will be a modern, accessible civic space featuring a gallery, café, study zones, IT suites, and staff facilities. We’re delivering energy-efficient HVAC systems, LED lighting, fire detection, power distribution, data networks, and access control, all designed for performance, flexibility, and long-term operational efficiency.

Flexible Systems to Support Long-Term Market Use

We’ll also be delivering a comprehensive M&E package for the Indoor Covered Market, which includes refurbishing existing stalls, installing a first-floor food hall, and fitting out new office space on the upper level. Our approach balances technical upgrades with practical considerations, for example, replacing the air handling unit while retaining and rebalancing the existing ductwork to minimise disruption and maximise value.

Working in close coordination with Henry Boot and Rotherham Council’s design teams, we’ve ensured that our systems allow for future flexibility and phased tenant occupation. This part of the scheme will be delivered alongside temporary stall decants and live trading activity, requiring detailed sequencing and a careful interface with other contractors, something we have a strong track record in delivering successfully.

Powering a More Accessible and Sustainable Town Centre

Our involvement also extends across the wider public realm. We’re responsible for new lighting schemes, power and water supplies to outdoor trading areas, and all electrical infrastructure within the boundary of works. 

We’ve also supported technical coordination across shared systems such as electric vehicle charging, security, access control, and fire safety, helping ensure consistency between buildings while maintaining safe, standalone operation for each zone.
