Heb Mechanical & Electrical has delivered a complete Mechanical & Electrical (M&E) package for the new Hull Community Diagnostic Centre (CDC), located at Albion Square. Commissioned by Hull University Teaching Hospitals NHS Trust and delivered alongside Vinci Construction, this £3.4 million project forms part of the NHS’s national CDC programme, aimed at improving access to early stage diagnostics and reducing the strain on core hospital services.
Our involvement covered every aspect of the M&E delivery lifecycle, from early stage planning through to design, installation, and final commissioning. The scope included complex systems such as BMS integration, air handling, medical ventilation, and low-voltage distribution, all tailored to the needs of a live healthcare environment. This level of coordination was critical in meeting strict programme deadlines and compliance milestones.

Design and Early Stage Coordination
From the outset, Heb M&E played a central role in developing the technical strategy for building services. Our design team worked closely with the NHS Trust, Vinci, and specialist medical equipment suppliers to create coordinated M&E drawings that supported CT, MRI, and X-ray installations. These were designed with clinical workflows, zoning requirements, and maintenance access in mind.
All systems were designed to NHS HTM (Health Technical Memoranda) standards, including ventilation rates, pressure regimes, and power resilience protocols. Our engineers produced layouts that ensured spatial efficiency while allowing for critical upgrades in future, such as switching out HVAC units or modifying pipework without full shutdown.

Our early engagement meant the installation could be delivered without compromise. By resolving clashes and spatial constraints in the design phase, we gave the Trust confidence in the long-term performance of the building and enabled our delivery team to proceed efficiently from day one.
Testing, Compliance, and Sustainability
Compliance was non-negotiable on this project. Our commissioning team worked to a detailed HTM compliance schedule, testing each asset for safety, resilience, and performance. This included pressure testing of pipework, balancing of ventilation systems, and thermal imaging of key electrical components.

Sustainability and energy management were also central. The installed Building Management System enables real time control of HVAC zones and energy using equipment, supporting the NHS Trust’s drive towards carbon reduction. Photovoltaic panels were installed on the roof to provide renewable power generation, reducing dependency on the grid.
Our detailed handover pack included O&M manuals, testing certification, and future maintenance guidance. This documentation ensures that all building services can be operated and maintained safely, supporting patient safety and long-term building performance.

Outcomes and Long-Term Impact
This project delivered a modern, purpose built diagnostic centre that will serve Hull and the wider region with early access to vital tests and scans. It’s expected to reduce waiting times and enable faster diagnosis across multiple specialisms, easing the burden on nearby hospital sites and emergency departments.
Albion Square was a standout project for us, not just because of the technical complexity, but because of the impact it will have on the community.
